| The Masters Course proposed has a distinctive European added value in several aspects: Network industries and infrastructures are currently being liberalised across Europe, based on common directives from the European Commission. Therefore, their regulation and management cannot be dealt from a national but with a European approach. This is the approach proposed by the programme. In addition, the programme puts together relevant European Universities in order to provide a global, trans-national and between industrial sectors approach to network industries regulation and management. The historical experience and background of different European countries towards the regulation and management of these sectors provides a vast richness to the contents of the programme, which may be used by third-country students for their own countries. Indeed, European know-how on economic regulation and management of network industries is significant, as shown by the constant transfer of knowledge from European firms and institutions to third countries, and its leadership in these issues compared to the US. Students must have obtained a BSc degree (or equivalent) of substantial quality and level corresponding to 3 years studies at University, equivalent to 180 ECTS. They must have studied Engineering, Economics or Management (for obtaining the TU Delft MSc degree, these studies must be in a technological field or the natural sciences).
Students who have already obtained the first year of a European master in Engineering, Economics or Management, or a degree in engineering or from a business school may be accepted in the second year of the Erasmus Mundus Master Course, based on the academic excellence of their previous studies, and provided they have already obtained 60 ECTS.
The selection of these students will depend on the excellence of their studies. To verify this, the consortium will ask for the list of qualifications for each student for the previous year, requiring a Grade Point Average (GPA) for the BSc study of at least 75% of the scale maximum and a Graduate Record Examination (GRE) General Test score of at least 450 verbal, 550 analytical, and 650 quantitative. Letters of recommendation will be required. In individual cases, a selection committee will decide whether there are exceptional circumstances that justify deviation from one or more of the selection criteria listed above. Exceptional circumstances may result in conditional admission; in that case final admission and enrolment will only take place after the condition(s) have been fulfilled. Linguistic competencies:
Students have to follow courses in English (Delft, Comillas and Paris XI), French (Paris XI) and Spanish (Comillas). Therefore, a high level of English is required, plus at least a basic knowledge of French and/or Spanish.
For students whose mother tongue is other than English and who did not follow all secondary and tertiary education in English, an International TOEFL score (English test) of at least 550 (paper-based test) or 213 (computer-based test) or IELTS (academic version) overall Band score of at least 6.0 is required.
For Spanish and French, basic understanding may be acknowledged in two ways: presenting an official proof of language skill: Diplôme d’Etudes en Langue Française, Diploma de Español como Lengua Extranjera or passing the DIALANG European test (free of charge). The DIALANG results must be certified by a professor from the last University of the candidate, who verifies the applicants’ identity and the score of the test. Our consortium will only accept students who have at least a B2 level.

Mail paper copies for scholarship applications should arrive no later than January 31st in order for the application to be considered.
A joint admission committee will evaluate the candidates. It will be composed of a member of each university and three professionals from network industries. A first selection of students may be called for a conversation by video-conference to verify their motivations and the coherence of their project.
